Great looking they seem antique or vintage for sure and ready to wear and not finding a name brand not sure if military World War era or not they may just be the old western horseback riding spats and no way of knowing exact age. In good antique or vintage condition for age and use with some usual wear and the straps and buckles and hooks all there and working but on the frail side. They are adjustable for size. Missing some of the stitching but still very intact may need some leather cleaning. Together they weigh 2 lb about 11 inch high and the tops have two hooks for sizing and the bottom have the buckles and straps that adjust. Not sure if they are handmade or not but since they're old maybe handmade.
